1. Nature of Appointment

Officers will be required for the posts of Sub-Inspectors and Inspectors of Police.

Promotion to the rank of Chief Inspector may be earned by efficiency and ability; while outstanding members of the Inspectorate may be selected for promotion to commissioned

rank.

Qualifications

Candidates should be between the ages of 25 and 35 though, in the case of candidates possessing special qualifications, these limits may be waived. They should ordinarily be not less than 5 ft. 6 ins. in, height without boots and should be of good education and physique. Approved service in a Police Force or with the armed forces will be taken into consideration when fixing salaries. All candidates are required to pass an examination as to their fitness for service in the tropics and selected candidates will be required to undergo vaccination and inoculation.

3. Duties and conditions of service

(a) On the re-occupation of Hong Kong the Police will be responsible, in

addition to recognised Police duties, for the Preventive Service, the control of immigration, the Prison and Fire Services. In the first instance the Police will be a Unit of the Civil Affairs branch of the military occupying forces and as such will be subject to military discipline.

(b) Duties will consist of the investigation and the supervision of the investigation of crime; the prosecution of cases in the Police Courts; the general supervision of subordinate officers and men; and the enforcement of law and order. Duties may also include supervision of the subordinate grades of the Prison staff: control and direction of the Revenue officers of the Preventive service; assistance in the implementation of the measures adopted to control immigration and any other duties that may be allotted by the Commissioner of Police.

(c) An officer is expected to become efficient in drill and the handling

of small arms and to obtain a knowledge of law. (The criminal law and the law of evidence and procedure in Hong Kong are the same as those in England as varied or supplemented by local Ordinances). He is required to obtain a knowledge of Cantonese and advacement may depend on his so doing. Non-pensionable allowances are payable to officers for a knowledge of Cantonese.

4.

Salary and Allowances

(a) Salary will be as under:-

£260-430 by 6 increments of £10,

2 of £15, 1 of £20 and 4 of £15

£475-535 by 3 increments of £20.

£600-700 by 4 increments of £25.

(b) Sub-Inspectors who reach the top of their scale will, after 3 years,

be eligible for promotion to the rank of Inspector upon selection by the Commissioner, irrespective of existing vacancies in the grade.
